it is 100% US , but umm.. i found the problem already. everything is working if i use the rii that comes from the link i downloaded from but if i use the rii i download from wiibrew browser it would hav the same problem from earlier.and i tried switching rii many time and i got the same answer.

Ah, I see. Well, I'm glad you resolved that issue. Yeah, the UMH3 rii is different from ones you download from other places.
